Let me begin with what Wardens generally do NOT do, and why this statement is necessary. J.A.I.L 4 Judges is the judiciary's worst nightmare because we are not focused on remedying current individual sins and transgressions of any single judicial member, but on the establishment of a direct Citizen oversight of the entire judiciary. In obtaining this goal, Citizens will trump the officials' current ability to avoid justice and personal accountability, and in effect, directly over-ride the legislature, executive and judiciary's exclusive political authority involving state courts.

This means no more "business-as-usual" in our halls of government. This means no more excusing a judge's "hand in the cookie-pot" by claiming it is an isolated individual instance and not an institutional fault. This means that when the processes of representative government fails to remove the crooks and criminals from the bench, we can do it ourselves. No More Free Rides for the judiciary.

This, in the end, means that when a case for remedy comes before a court, the judge will fear for his career if he disregards the Constitution and the laws made in pursuance thereof. When the Citizens can act directly to override their representatives to discipline their officials, power has returned to the people for self-governing. In order to achieve this goal, it is necessary to separate one's personal responsibility from the goal of J.A.I.L.

J.A.I.L. 4 Judges is NOT a personal advocacy organization to be appealed to as the cavalry riding to the rescue of one of its members from the jaws of private injustice. J.A.I.L. 4 Judges IS an organization which aims to change the fundamental way our government officials are held personally accountable by its Citizens.

To achieve this goal, J.A.I.L. must remain focused on the development of membership, fundraising, organizational structures, public relations capability, local, state and national public recognition, and finally, on the development of support of J.A.I.L. 4 Judges goals and methods by the general public.

With all of this said, J.A.I.L. 4 Judges, as an organization, is no handicap for independent action by people who engage in assistance, support, or other lawful activity to aid their friends, associates and fellow Citizens in their personal tribulations. As an organization, J.A.I.L. cannot serve two masters. As an organization, J.A.I.L. cannot, even temporarily, abandon the pursuit of our fundamental goal to chase every deserving individual case. If we did, we would be forever chasing injustice and never accomplish our goal of remedying the consistent refusal to get a remedy.

What do Wardens do?
 
What I have done in Ventura, is to look at the job of being a Warden as if I were starting a new business. Progress at the start is not very impressive, but once the foundation is cast, the visible structure is strong and resilient, and ready for real work. That sounds like a big job. It is. But like washing dishes or building a house, the job is accomplished in small tasks, one dish or one brick at a time. I would advise that a Warden's first priority is to identify and recruit volunteer J.A.I.L.ers, capable Associate Wardens, and a Lt. Warden to aid them.

The Warden should delegate as much county activity as possible to as many aides as are available. This will make the job of Warden a much more manageable task. It will ease your physical burdens. It will provide a greater assurance that your goals will be achieved within a reasonable time.

By spreading your Warden workload, authority and responsibilities, you are creating an independent, living organization which grows stronger with each new personality integrated into the structure. People will grow to their own levels of burden and accomplishment, and in this manner, the Warden can turn his county J.A.I.L. 4 Judges activities into an effective, productive association of talented people. Pride in personal accomplishment and association are strong motivators. Challenge the fledglings, acknowledge the high-fliers, assist and encourage the ones who need assistance and encouragement.

J.A.I.L. 4 Judges is not a one-man show. Our strength comes from participation by many people, with varied perspectives and opinions, who are all in agreement that a reality which encompasses liberty for each and all in a self-governing society begins with the people controlling the government, and not the government controlling the people. We all work together in the realization that our same efforts are being repeated by every Warden in every county, within every state. The Warden's main task is to provide the J.A.I.L. 4 Judges plan for action.

This includes:

1. Recognize and concentrate county activities on the primary goal of moving the Judicial Accountability Initiative into enforceable law.

2. Recruit advocates to be J.A.I.L.ers, volunteers, fund-raisers and promoters.

3. Develop fundraising activities.

4. Organize and develop the administrative and personnel structures for converting local ideas to local actions.

5. Develop a vigorously active public presence.

6. Allocate available resources to support achievable local activities.

7. Generate and allocate county resources directly or in support of state and national J.A.I.L. 4 Judges activities.

A. Determine the basic requirements necessary to ESTABLISH a county organization.
 
The first most fundamental requirement is people. There can be no action without actors.

One person in favor of J.A.I.L. 4 Judges is an advocate or supporter of J.A.I.L. 4 Judges. This is a start.

One person who has signed up and paid his semi-annual $10 dues is a "J.A.I.L.er". This is the beginning of an organization.

Two J.A.I.L.ers will allow the appointment of a Warden. There are no leaders if there are no related followers.

It takes money to make money.

Time and labor are money.

What labor sources are available?

(volunteers, students, interns, etc.)

What traditional financial resources are available?

(Personal discretionary dollars, cash donations, grants, rummage/garage/lawn sales, J.A.I.L. 4 Judges souvenir sales, etc.)

What traditional materials and services resources are available?

(Paper, ink, furniture, office space, telephone and communications services, reduced cost services and materials, at cost or other subsidy, etc.)

All Warden actions must lead to the advancement of the primary goal of J.A.I.L. 4 Judges, which is the successful adoption by the Citizens of the Judicial Accountability Initiative Law (J.A.I.L.), whether by constitutional amendment or by legislative statute.

This fundamental goal can only be accomplished by acquiring the active support for the J.A.I.L. 4 Judges initiative by a large enough number of Citizens to qualify the initiative for a public ballot, and then to vote the law into effect. Keep in mind that growing numbers results in ever higher credibility.

Acquiring public support is accomplished by public visibility by J.A.I.L.ers, promotion and publicity via any legal means and by utilization of promotion's step-cousin, propaganda.

1. Recruiting

Train and Delegate.
Assign a manager for your plan and execution.

2. Funding: Assign a manager for your plan and execution.

3. Publicity: Assign a manager for your plan and execution.

4. Support of state and national J.A.I.L. 4 Judges.

5. Supervise, plan, and coordinate.

I can assure you that if you take up J.A.I.L. Wardenship, it will not be easy, but it is rewarding. Other J.A.I.L.ers are available to offer you advice and ideas, but you will have to do the work. It will seem at times that it is impossible to make a living and also run a county, especially at the start. You just have to accept that fact and move forward. Do what has to be done! It may not be perfect, but it will begin to grow. Then delegate, delegate, delegate! As J.A.I.L. 4 Judges grows, more structure will appear and more information will be available on what works and what does not.

I have set up http://www.jail4judges-ventura.org, the site for Ventura County, and have since been promoted by my J.A.I.L.er-In-Chief to also be an Associate J.A.I.L.er-In-Chief for California. I am now working on the California webpage accessible through the U.S. Map on our national website, http://www.jail4judges.org. Within our California webpage, I have subdivided the entire state with a map of all the counties within California. Hence, every county Warden can have their own webpage for their county. Just imagine the effectiveness if this were eventually repeated nationwide! Visitors would have no end of pursuing J.A.I.L. information in every part of the country!
